Quebec = axis of evil?

From Google Code Jam rules:
You are eligible if you meet the following requirements at the time of registration: … You are not a resident of any of the following countries or provinces: Burma (Myanmar), Cuba, Iran, North Korea, Quebec, Sudan and Syria, or anywhere where the contest is prohibited by law.
Now all these other places are pretty nasty… but what’s with Quebec?
