Embassies website ripoff

Take a look at these two websites: Estonian Embassy in Washington and Embassy of Bosnia and Herzegovina in Washington D.C. Do they seem similar? And who has ripped off who?

If you have a hard time deciding, then here’s a hint. Towards the middle right there’s a flag and a country outline. Now, is it so that there is a 90 degree counterclockwise rotated map of Bosnia and Herzegovina on the Estonian embassy site, or is it the other way?
